The measurement layer is the same; what changes is the question you are asking. In every sector a different line turns out to be the largest on the bill, and the first metering points are chosen around it.

Where the bill goes depends on the sector
The same measurement layer makes a different line the biggest one in every sector. At the first installation the metering points are chosen around that split: the largest line is metered most finely.

Installation
How many metering points does it take?
The number depends less on the size of the site than on how many questions you want answered. For one question the main meter is enough; for line-by-line tracking it goes down to the distribution boards.
