In a public building the problem is not collecting data, it is turning collected data into a report that holds up. The ESOS submission, the ISO 50001 baseline and the annual return should all draw on the same record.
Targets
A target should be a band, not a sentence
Energy targets in public institutions are usually written as a single percentage. A single number cannot be measured against: it never says under what conditions, against which reference, or for which building it applies.
The panel holds every target together with a band. The band comes from that building’s own history and its weather correction. Staying inside it is success; stepping outside it is an event to investigate.

The band is not recalculated each year, because the baseline stays frozen. A target that renews itself annually is a target that can never be missed, and never met.

Where the difference came from, line by line
“We saved this percentage against last year” does not survive an audit on its own. The question that follows is always the same: how much of that came from what you did, and how much from the weather or a change in use?
The panel splits the difference into lines. Weather correction, change of use and the improvements actually made appear as separate steps, and what remains is what was genuinely earned.

Audit
Being report-ready is a habit, not a state
A report written from data gathered once a year is always short of something. What an audit asks for is not a single table but continuity and traceability of the record.
The panel keeps that record day by day. Measurement gaps, corrections and baseline changes are all stored with who made them and when.

Targets
A reduction target of that size needs a plan
A savings target set for a public body is a reporting obligation rather than a statement of intent. Targets in the region of thirty percent are not closed by one-off improvements either; a reduction on that scale only accumulates through continuous measurement and continuous intervention.
At that scale the only way forward is knowing in advance where the gain will come from. Because the panel holds each building’s own baseline and line breakdown, the contribution of each piece of work is ranked on measurement rather than estimate.

Items needing no investment usually cover most of the first year: schedules, corrected settings, and stopping systems that run while buildings are closed. The rest arrive at a funding application already backed by measured baseline data.

The annexe, by a clear margin. At 186 kWh per square metre it sits 16% above its own band, and the gap concentrates in three lines: an air handling unit running while the building is closed (~74 MWh a year), corridor lighting left on overnight (~31 MWh) and hours where compensation cannot keep up. The first two close with a schedule, need no investment, and together cover roughly a fifth of the target. The main office and community centre are inside their bands; there, gains only come with investment.

Control
Nothing should run in a closed building
The largest no-investment gain in public buildings sits outside working hours. Air handling units, corridor lighting and external lighting that keep running after the building empties produce the same picture everywhere.
The remote control module ties those points to the official working calendar. Weekends, public holidays and closure days are defined in the calendar, and the schedule runs from it.

Starting without capital spend
Public buildings usually already have meters, and part of the reading infrastructure is often in place. In that case the first stage is not buying hardware but connecting the existing meters to the panel.
Scope widens afterwards: building main meters first, then the heating and cooling plant, then gas and water. Each stage starts producing its own report rather than waiting for the next one.
