In an estate or apartment block the flat meters are individual; the dispute is always about the communal charge. That charge arrives as a single total, and which line grew is invisible.
Breakdown
A communal charge is not one number
What reaches a resident is a single line: their share of electricity. Behind that line sit lifts, booster pumps, car park lighting, heating plant and, where fitted, a generator.
Until those lines are metered separately none of them can be discussed. When a service charge increase comes up, the management company is left holding one total and cannot explain where the increase came from.

Once the split is visible the conversation changes. It stops being “why did the service charge go up” and becomes “why is the booster pump drawing this much”, and the second question can actually be answered.

Charges
Reactive charges grow quietly on an estate
A common-area supply is fertile ground for reactive charges: lift motors, pumps and compensation left in circuit overnight all work together.
The charge goes unnoticed until it lands on the bill, and once there it is often accepted as “just how it comes”. In most cases the fix is a compensation setting and costs nothing.

Night hours matter most: as load falls away, a capacitor bank left in circuit produces a charge on the capacitive side. This is the most common and the most easily corrected line on an estate.

Apportionment
A breakdown by block and supply point
On estates with several blocks and several supply points, the apportionment rule usually comes from an old spreadsheet that nobody updates when the block count, unit count or usage changes.
Once metering reaches block level the breakdown produces itself. Each block’s own consumption, its share of communal lines and its total sit in the same table.

That table shortens the argument at the residents’ meeting. When someone asks where the figure came from, the answer is not an estimate but that month’s measurement record.

Smart plugs
Metering and control for the smaller loads
Not every load on an estate needs metering from inside the board. For a water heater, an irrigation pump, gazebo lighting, a car park barrier or a piece of gym equipment a smart plug is enough: it meters where it sits and switches on the same device.
These plugs need no installation and no board work. When the management company wonders what something actually draws, the plug goes in, a week of measurement follows, and the decision rests on data.

Seasonal loads such as irrigation and external lighting move onto a calendar this way. A system that should stay off through the winter stays off because the calendar says so, not because someone remembered.
